Your points are well-made and well-taken. However, I think you're overlooking some terribly important facts re: The Roots of Heaven. In no particular order:
The ceremonious, ritualistic and very public nature of the spanking is titillating. And, while actual hand-to-rear contact is not seen, it's still clearly what was intended and what our *imaginations* are allowed to enjoy!
The man reads a kind of proclamation, referring to "twelve of the best" -- an iconic refrain (usually with the count of six) from British school kid discipline.
Someone intentionally warns that he "better not touch a hair on her head," to which the ring leader responds, "It's not her *head* that's going to be touched!" This builds anticipation and, in its sardonic tone, adds to the overall tone of public humiliation the hapless woman is about to endure.
He dispatches the eldest man to do the deed, "just so there's no misunderstanding" -- implying that a younger spanker might have created a more sexually-charged scene.
The spanker grabs the woman around the waist, positions her parallel to the floor and walks her over to the place where he'll seat himself in order to administer the 12 whacks. That long, deliberate walk to her place of punishment adds yet another dollop of deliciousness to this spanking scene.

This IS a spanking scene! The fact that we don't see hand-to-rear action per se doesn't detract all that much from the extraordinarily provocative nature of this movie spanking. No more than not seeing a bullet pierce through the cerebellum of a bad guy in an action movie detracts from the implication that some poor guy's just been shot in the head.
